Indiana University - Purdue University Indianapolis Fire Prevention Plan

I. PURPOSE

The purpose of the Fire Prevention Plan is to define the University initiative to protect buildings and occupants from the hazards of fire.

II. SCOPE

The Fire Prevention Plan contains the programs which assist the University in attaining vital objectives in the following areas:

1. Building Design
2. Fire Alarm and Sprinkler System design, maintenance and testing
3. Fire Prevention and Evacuation training
4. Fire Alarm Emergency Response and Recordkeeping
5. Building Fire/Life Safety Inspection

III. FUNDAMENTAL OBJECTIVES

1. University buildings must be constructed to comply with Indiana Building Codes, Indiana Uniform Fire Code and the Life Safety Code.
2. Fire alarm systems and building sprinkler systems must comply with NFPA 72 and 13 respectively and Indiana Uniform Fire Code in the design, construction, maintenance and testing of each.
3. University departments and staff must receive fire safety and life safety orientation. Each university building must prepare a Building Evacuation Plan as directed by the University Emergency Evacuation Action Plan. Training and evacuation drills must also be provided to key staff, faculty and students involved in the Evacuation program.
4. Every reasonable measure should be utilized to respond to building fire alarms quickly and to identify the level of threat present within the building in order to insure the safety of the building and its occupants.
5. Each university building must be audited annually in compliance with Indiana Uniform Fire Code to evaluate the present level of fire and life safety relative to both the maintenance and operation of the building and to alleviate violations which may exist.

IV. PROGRAMS AND RESPONSIBILITIES

1. The department of Fire Protection Services collaborates with the University Architect's Office as well as Campus Facility Services to review plans and offer input to the design team relative to fire protection and life safety system planning for new and existing buildings.
   
   FPS also works with the UAO to establish design specifications for fire alarm systems and sprinkler systems. Fire Protection Services works with the UAO, CFS and system vendors to conduct acceptance testing of new and existing systems.
2. Fire Protection Services, the UAO and CFS review design plans for fire alarm and sprinkler systems and upgrades. Together these departments choose the products, vendors and the design and construction methodology that will allow each building to conform to fire and life safety codes and be kept fire safe for all occupants.
3. Fire Protection Services works closely with each building coordinator and department staff to assist in the development of a Building Evacuation Plan. FPS provides a template based upon the fundamentals of the Emergency Evacuation Action Plan and also provides evacuation and fire extinguisher training as well as two evacuation drills per school year.
4. The department of Fire Protection Services is organized to respond to all fire alarms during business hours and to be on call for consultation with the authorities after hours. The department has two emergency response vehicles which allows emergency response to each alarm. Alarm Technicians identify the location of system devices "in alarm" and FPS staff proceed to the location and identify the level of threat. The Chief Engineer normally serves as Incident Commander during alarm incidents and coordinates the operation with the responding companies of the Indianapolis Fire Department as well as with University Police, CFS staff and building occupants. All fire alarm incident operations are conducted in accordance with the Incident Command System. Incident reports are generated by the University Police CAD system and statistical information is compiled using the information contained in the reports.
5. Fire Protection Services conducts fire and life safety audits of each university building annually. Deficiencies are reported to building coordinators, CFS, Environmental Health & Safety and to the Director of Public Safety. Follow-up inspections insure conformance to fire and life safety codes. Records of inspections are kept at FPS.
6. Fire Protection Services monitors, tests and maintains the fire alarm systems in accordance with national and state fire codes. Fire Protection Services oversees the maintenance and testing of all portable fire extinguishers on campus. FPS tests all fire hose, fire pumps and sprinkler systems in accordance with national and state fire codes. Monthly inspections of fire extinguishers and sprinkler valves is the responsibility of Campus Facility Services. Deficiencies are reported as in E.
